Sindh Education Impact Bond

The problem 

Pakistan faces serious challenges in access and quality in the education sector, and poor outcomes weigh particularly heavily on girls. Government funding needs to be supplemented, and while the private sector provides around 40% of current funding, it does not necessarily incentivise improvement in scale or quality. There are pockets of good practice, but challenges in data collection and evaluations inhibit learnings across the sector.

The solution 

Commissioned by the Asian Development Bank, we have worked to build the capacity of Government of Sindh to examine the use of impact bonds to address challenges around access, quality, and funding for the education sector.
