Consultant –Livelihoods Senior Associate

About the British Asian Trust 

The British Asian Trust (BAT) is an international development organisation founded in 2007 by His Majesty King Charles III (then HRH The Prince of Wales) and a group of British Asian business leaders. BAT works across South Asia to tackle some of the region's most pressing social challenges through innovative, evidence-driven programmes in livelihoods, education, mental health, child protection, and conservation.

BAT is a global leader in outcomes-based financing, designing innovative financing mechanisms that align funding with measurable social outcomes. Over the past decade, we have mobilised more than US$40 million to improve the lives of over four million people through some of the world's most ambitious outcomes-based financing programmes. In India, BAT has worked in partnership with the National Skill Development Corporation (NSDC) to pioneer outcomes-based financing for livelihoods, launching the Skill Impact Bond in 2021 and, more recently, the Skills Outcomes Fund—a ₹530 crore national outcomes fund developed with the Government of India.

Building on this partnership, BAT and NSDC are establishing the India Skills Outcomes Platform (ISOP)—a first-of-its-kind national platform designed to accelerate the adoption of outcomes-based financing across India's skilling ecosystem. ISOP will bring together government, funders, training providers, researchers and technical partners to generate evidence, strengthen market infrastructure, build implementation capacity, and catalyse the next generation of outcomes-based programmes.

Role overview:

We are seeking a highly motivated Senior Associate to support the establishment and growth of the India Skills Outcomes Platform (ISOP)—a first-of-its-kind partnership between the British Asian Trust (BAT) and the National Skill Development Corporation (NSDC) to mainstream outcomes-based financing across India's skilling ecosystem. Working closely with the ISOP leadership team and external partners, the Senior Associate will support government engagement, programme design, knowledge generation and project management across the Platform. This role is ideal for someone with strong analytical, research and stakeholder management skills who is excited to work at the intersection of public policy, social finance and skilling systems.

Key Deliverables:

Government & Ecosystem Engagement 

  • Coordinate engagement with NSDC, State Skill Development Missions, government departments and ecosystem partners, including follow-ups and action tracking. 
  • Support state engagement strategies through landscape analysis and identification of outcomes-based financing opportunities. 
  •  Prepare briefing notes, presentations, policy analysis and stakeholder materials for senior leadership. 
  • Track relevant skilling and policy developments and identify emerging opportunities and partnerships.
  • Support government consultations, workshops and ecosystem convenings. 

Programme Design & Technical Support

  • Support the design of outcomes-based skilling and livelihoods programmes, drawing on learnings from the Skill Impact Bond and Skills Outcomes Fund. 
  • Conduct technical, financial, policy and market analysis to inform programme design. 
  • Develop concept notes, business cases, programme frameworks and technical proposals. 
  • Coordinate design workshops and stakeholder inputs across governments, funders, implementation partners and technical experts.
  • Support transition from programme design to implementation through clear documentation and operational planning.

Learning, Evidence & Knowledge 

  • Support implementation of the Platform’s learning agenda by capturing programme insights, evidence and best practices.
  • Conduct research, stakeholder interviews and evidence synthesis to generate actionable insights. 
  • Develop knowledge products including policy briefs, case studies, playbooks, implementation guides and learning reports. 
  • Translate programme learnings into recommendations for future programme design and implementation. 
  • Support peer learning, workshops, communities of practice and knowledge management.

Programme Management & Platform Operations 

  • Coordinate Platform workstreams and track delivery against agreed workplans, milestones and priorities. 
  •  Maintain project trackers and dashboards to monitor progress, risks and dependencies.
  • Coordinate inputs across internal teams, partners and external stakeholders.
  • Support operational planning and effective delivery of Platform activities.
  • Support donor engagement, proposals, reporting and technical materials for fundraising opportunities.
